　朋友們，大家好！我是四川省瀘州市納溪區(qū)委書記徐利。

　納溪位于長(zhǎng)江之濱、永寧河畔。三國(guó)時(shí)期，諸葛亮平定云南之后，少數(shù)民族“納貢而出此溪”，因此得名“納溪”。近年來(lái)，我們堅(jiān)持紅色傳承、綠色發(fā)展、特色興區(qū)的“三色發(fā)展”戰(zhàn)略，努力把這里建設(shè)成為“綠色產(chǎn)業(yè)基地、秀美人文納溪”。

　【紅色傳承，納溪因此而厚重】

　護(hù)國(guó)精神，是我們傳承的“紅色”。

　1915年12月，袁世凱宣布恢復(fù)帝制，護(hù)國(guó)軍興師討袁，朱德受護(hù)國(guó)軍第一軍總司令蔡鍔之命，率護(hù)國(guó)軍將士在納溪棉花坡一帶以少勝多，贏得護(hù)國(guó)戰(zhàn)爭(zhēng)關(guān)鍵一戰(zhàn)。為此，蔡鍔揮毫題寫“護(hù)國(guó)巖”，撰寫《護(hù)國(guó)巖銘》和序文，讓人鐫刻在永寧河邊的峭壁上。朱德也因此一戰(zhàn)成名，成就了當(dāng)時(shí)“護(hù)國(guó)名將”“滇軍名將”的美譽(yù)。后來(lái)，朱德回憶說(shuō)：“打大仗我還是在那時(shí)學(xué)出來(lái)的?！?/p>

　棉花坡戰(zhàn)役指揮部、護(hù)國(guó)戰(zhàn)壕、護(hù)國(guó)巖銘題刻等遺跡，如今還完好地保存著?！白o(hù)國(guó)之要，唯鐵與血；精誠(chéng)所至，金石為裂”，“鐵血精誠(chéng)”的護(hù)國(guó)精神仍具有時(shí)代價(jià)值。我們由此設(shè)立的護(hù)國(guó)人文學(xué)院是四川省干部黨性教育基地，百年護(hù)國(guó)城被列為四川省100個(gè)重點(diǎn)文旅融合項(xiàng)目之一。

　【綠色發(fā)展，納溪因此而美麗】

　那溪那山，是我們擁有的“綠色”。

　納溪是全球同緯度茶樹發(fā)芽最早的區(qū)域，有30萬(wàn)畝茶葉基地，是中國(guó)特早茶之鄉(xiāng)、全國(guó)十大魅力茶鄉(xiāng)。在納溪，除夕就能喝到一年的新茶，有唐代陸羽在《茶經(jīng)》里記載的“梅嶺茶”，有北宋黃庭堅(jiān)筆下的“二月茶”，有明末清初高僧賜名的“川南雀舌”。

　納溪擁有80萬(wàn)畝林竹，漫山遍野的翠竹成了農(nóng)民脫貧致富的“提款機(jī)”。納溪是四川省唯一的現(xiàn)代竹產(chǎn)業(yè)示范區(qū)，我們建成了西部國(guó)際高新林竹產(chǎn)業(yè)園，是首批國(guó)家農(nóng)村產(chǎn)業(yè)融合發(fā)展示范園。

　我們秉持“凡生態(tài)，必納溪”的理念，推進(jìn)全域旅游，已成為全國(guó)休閑農(nóng)業(yè)和鄉(xiāng)村旅游示范區(qū)、四川省旅游強(qiáng)區(qū)。

　【特色興區(qū)，納溪因此而智慧】

　數(shù)字經(jīng)濟(jì)，是我們發(fā)展的“特色”。

　近兩年，我們從無(wú)到有、換道超車，推進(jìn)數(shù)字經(jīng)濟(jì)發(fā)展。目前已擁有十一個(gè)“全國(guó)第一”，比如，全國(guó)石英晶體行業(yè)第一條工業(yè)4.0生產(chǎn)線——明德亨智慧工廠，全國(guó)第一個(gè)打通農(nóng)村治安防控最后一公里的“慧眼工程”等。由此，我們轉(zhuǎn)換了動(dòng)能，活躍了經(jīng)濟(jì)，提高了效能，惠及了群眾。

　Hello my friends!I'm Xu Li, Secretary of the Party Committee of Naxi District, Luzhou City, Sichuan Province.The song I just sang is called “ Looking forward to Naxi”, I wrote the lyrics.Naxi is located on the Bank of Yangtze River and Yongning River.During the Three Kingdoms Period, after Zhuge Liang pacified Yunnan, minorities paid this stream as tribute,hence it was named Naxi. In recent years,we have insisted on the “ three color development” strategy of red heritage, green development and characteristic area,tried our best to build this place into“green industry base, beautiful humanities Naxi”.

　[The Red Heritage Makes Naxi Decorous]

　Country protection is the “red” that we inherit.

　December 1915,Yuan Shikai announced the restoration of monarchy,national protection army sent armed forces to suppress Yuan,Zhu De was ordered by Cai E, Commander-in-Chief of the first army of the national guard,leaded the guards of the national army used the few to defeat the many in the area of Naxi Cotton Slope, won the important war of national protection war.So, Cai E wrote “ Country Protecting Crag”,wrote “Protecting the Nation’s Rock Inscription” and preface,let people engrave on the cliff beside Yongning River.Therefore, Zhu De became famous because of this war,and got the achievements of “famous national protector”and “famous general of Yunnan army”.Later, Zhu De recalled:“ I learned how to fight big war during that time.”

　cotton slope campaign command post,trenches for protecting the nation,inscription on the country protecting crag and other ruins,are still remained completely now.“Only iron and blood can protect the country,Faith will move mountains”,the spirit of protecting the country with “iron blood and sincerity” still has value in today.

　The Nation Protecting Humanities College that we established from this, is Sichuan cadre party spirit education base,centennial nation protecting city has been listed as one of the 100 key cultural and travel integration projects in Sichuan Province.

　[The Green Development Makes Naxi Beautiful]

　The streams and the mountains are the green we have.

　Naxi is the earliest region of tea germination in the same latitude in the world.It has 300,000 mu tea base,it is the hometown of early tea in China,one of ten charming tea village in China.In Naxi,you can taste new tea of the year on New Year’s Eve,It has "Meiling Tea" recorded by Lu Yu in Tang Dynasty in “Book of Tea”,"February Tea" by Huang Tingjian in Northern Song Dynasty,"Southern Sichuan Sparrow Tongue" named by the eminent monks in the late Ming and early Qing Dynasties.

　Naxi has 800,000 mu of bamboo,the green bamboo all over the mountains and plains become a cash machine for farmers to get rid of poverty and become rich. Naxi is the only modern bamboo industry demonstration zone in Sichuan Province.We have built west international high-tech forest and bamboo industrial park,it is the first batch of national demonstration parks for rural industrial integration and development.We are following the ideal that “ if we talk about ecology, we must mention Naxi”,promoting global tourism,it has become national leisure agriculture and rural tourism demonstration zone, and strong tourist area in Sichuan Province.

　[Characteristic District Makes Naxi Intelligent]

　Digital economy is the “characteristic” of our development.

　In recent two years,we have been developing from nothing, changing lanes and overtaking,promoting the development of digital economy.Now we have owned 11 “Nation’s First”,for example,the first industrial 4.0 production line of quartz crystal industry in China: Ming Deheng Smart Factory,“Eye-Wise Project”, the first project to open the last kilometer of rural public security prevention and control in China, etc..Therefore,we converted kinetic energy, activated economy, increased efficiency,benefited the masses.

　Naxi,this former chemical city,is turning into a modern ecological new city.It has become the world of flowers, the sea of bamboo,the paradise of water,the heaven of alcohol, and the hometown of tea!Dear friends,“Na”(There) is beautiful,“Xi”(Wish) you come!
